1. Study Permit Application Submission Date

Special measures were introduced for study permit applicants between January 1, 2020, and August 31, 2024, to accommodate travel restrictions. The PGWP eligibility criteria were adjusted accordingly.

SCENARIO A – Part-time status between January 1, 2020, and August 31, 2020
Full-time student status in Canada requirements WAIVED
– Student in or outside Canada
– Became part-time or put studies on hold
– Resulting from course cancellations
SCENARIO B – Study permit applicants between March 1, 2020, and August 31, 2022
Full-time student status in Canada requirements WAIVED
– Student outside Canada
– had a valid study permit OR
– was approved for a study permit OR
– had submitted a study permit application before beginning their program online that eventually received a positive final decision
– were enrolled in a PGWP-eligible program
– started a PGWP-eligible program
SCENARIO C – Study permit applicants between September 1, 2022, and August 31, 2024
 
Full-time student status in Canada requirements RELAXED
– Student outside Canada
– had a valid study permit OR
– was approved for a study permit OR
– had submitted a study permit application before beginning their program online that was approved before August 31, 2024
– started a PGWP-eligible program
– complete at least 50% of their program (or programs) of study in Canada.

2. PGWP Application Submission Date

Graduates must submit their PGWP application within 180 days of receiving written confirmation from their DLI that they have completed their program.
📌 Exception: Students who graduate outside Canada under Scenario C do not need to hold a valid study permit at the time of application.

3. Language Proficiency Requirements

For PGWP applications submitted on or after November 1, 2024, applicants must meet minimum language proficiency levels:
📌 University Graduates: CLB 7 (English) / NCLC 7 (French)
📌 College Graduates: CLB 5 (English) / NCLC 5 (French)
📌 IELTS Equivalents: CLB 7 = 6 bands, CLB 5 = 5 bands

4. Field of Study Requirements

Applicants must have completed one of the following eligible programs:
University Bachelor’s, Master’s, or Doctorate Degree (any field)
College Diploma or Certificate (in an eligible field)

Exceptions to Field of Study Requirements:

✔️ Students who applied for a study permit before November 1, 2024
✔️ Graduates from a PGWP-eligible flight school
