FSWC to open in May, 2013

The New Federal Skilled Worker Class (FSWC) will open for business on May 4, 2013, as per the announcement by Citizenship & Immigration Canada (CIC). The rules are broadly on the same lines as our earlier announcements.


The changes to the FSWC selection criteria are as follows:

  • Minimum English language thresholds – minimum 6 bands in the IELTS General test;
  • More points for official language proficiency;
  • More points for the age factor & Revised age range for highest bracket;
  • Prior Educational Credential Assessment (ECA) by a Canadian organization;
  • Lower points for work experience outside Canada, more years for highest bracket;
  • Additional adaptability points for language ability of the spouse and Canadian work experience.


The revised selection grid gives more weight to proficiency in one of the two Canada’s official languages (English or French), and prefers younger applicants, while giving lower weight to work experience outside of Canada.

The revised grid hides some other underlying modifications as well. For instance, the points allocated for Adaptability are now distributed based on partially modified factors. These include higher points for Applicant’s previous work experience in Canada and points allocated for spouse’s proven language abilities (rather than highest education as before).


CIC has announced that it will accept a limited number of Applications per year and that the total processing time is expected to be in months, instead of years.
