Canada to introduce Expression of Interest [EOI] OR Express Entry system

Note: This system has been renamed as Express Entry and introduced in January 2015.

Canada is set to introduce an innovative system to select immigrants by end of 2014, in which it ‘actively’ selects the immigrants. Termed as ‘Expression of Interest’ [EOI] system, this 2-step process would involve Canadian employers at front-end, selecting required workers from a pre-screened pool of aspiring immigrants and the CIC processing their permanent residence applications.

The EOI is envisaged to be an automated, modernized and efficient application management process.

At Stage 1, prospective immigrants fill in a form to indicate their “interest” in coming to Canada. The candidate is then ‘ranked’ (based on factors such as work experience, language proficiency and educational assessment scores) relative to other applicants in the ‘pool’, based on the prevailing criteria. (Likely to fluctuate frequently, influenced by needs identified by federal and provincial/territorial governments and employers.)

At Stage 2, candidates are issued an “Invitation to Apply” (ITA) for permanent residence. The ITA would be based on either direct selection by a Canadian employer or achieving a certain rank or a combination thereof. (Likely to change periodically, based on factors like available ‘pool’, inventory, etc.). Candidates will have certain timeline to file an official Application for permanent residence with supporting documentation and receive a visa in shorter duration.
